français, le président d’éduFrance M. Bernard Raoult propose,

en langues anglaises dans toutes les formations… »

6 mesures à prendre si l’on veut AUGMENTER DE FAçON
SIGNIFICATIVE LA MOBILITE ETUDIANTE en provenance de
l’étranger dans l’enseignement supérieur français

3 – «D’autre part, il faut créer au plus vite des
cursus tout ou partie en langue anglaise dans toutes
les formations, c’est possible dans le cadre de la loi
actuelle et relève de l’initiative des établissements.
C’est une mesure décisive pour augmenter
significativement le nombre d’étudiants étrangers, en
provenance notamment des grands pays d’Asie (Inde,
Indonésie, Japon, Chine, etc) et d’Amérique du nord; »

4 – «Ne pas faire de la connaissance de la langue
française une condition de la délivrance du visa à un
étudiant étranger lorsque la discipline va être
enseignée en Anglais ; des instructions en ce sens
devraient être données aux postes diplomatiques par le
Ministère des Affaires étrangères, en accord avec le
Ministère de L’éducation Nationale; la réglementation
spécifique pour l’entrée des étrangers en 1er cycle
doit notamment être modifiée. L’appréciation du niveau
requis pour la langue de travail, qu’il s’agisse du
Français ou de l’Anglais, relève des établissements,
les tests appropriés existent.»

of and applicants for membership in the European
Union, may take the view that education and training
are noncommercial activities and therefore should be
off the table during GATS negotiations. This position
reflects their self-interest as competitors and the
weight of traditional cultural attitudes on the part
of their academic and civil service communities, but
is not reflective of the facts. It should be resisted.»

«The roundtable noted that DOC/BEA statistics indicate
that U.S. education exports alone, under a
conservative definition, accounted for $8.3 billion in
1997 (imports were not defined for education).
Participants felt that this underestimates the
sector’s size because it does not reflect corporate
training dollars, the proportion of other sector sales
that were actually used in education and training
activities, or the degree of foreign investment in
this sector in the United States. Some independent
estimates make the import and export of education and
training the sixth largest enterprise in the U.S.
economy»
